The Dog That Doesn’t Hunt

You have to make your own mind on this but it does look like the IOPC is like the Dog That Doesn’t Hunt… The Independent Office for Police Conduct (IOPC) examined the prime minister’s dealings with businesswoman Jennifer Arcuri, and whether her company benefited financially from their relationship but…

“Evidence required to establish whether Boris Johnson may have committed misconduct in public office had been deleted. The material stored in digital devices, email accounts and computer drives belonging to the mayor and his appointees was deleted when he left office in 2016.”

Notice the lack of mention of reviewing data on servers, archives or back-ups, which is where you’d expect to find the evidence.

“The requirement in the Greater London Authority (GLA) Records Management Guidance for any material concerning GLA business (which includes sponsorship and trade missions) to be transferred to executive officers prior to deletion appears not to have been followed.”

The report said there was

  • no record of the rationale for accepting Ms Arcuri’s attendance on trade missions
  • or sponsorship of applications for grants
  • or the decision to pay her lnnotech company almost £24,000.

Note that elsewhere the figures being discussed are much higher.

“Mr Johnson’s solicitors have said he has no relevant documents in his custody or control, and Ms Arcuri has said that she deleted any relevant email correspondence…” and the failure to ensure GLA records were secured… “may have prevented the review from reviewing relevant evidence”.

The GLA stated that email and computer drives of departing staff, including a mayor and their appointees, are “promptly deleted” as a matter of course, and that mobile phones and laptops are returned and wiped for re-use. [TDG: again no mention of servers, back-ups or archives]

The GLA’s own guidance says departing mayors should arrange for records to be preserved but “there is no evidence that Mr Johnson and his outgoing appointees transferred any records to executive officers at the end of the mayoral term in 2016, nor that they were reminded of their obligation to do so before they left”.

The IOPC called for the “matter of concern” to be addressed with a full audit of the GLA’s information retention policies. (TDG: In other words, the GLA had already wiped and shredded everything of any importance because of the l-o-n-g process of alerting them to the fact that the investigation was going to happen.)

The IOPC reported “months of efforts” to access evidence but concluded that there were no further “reasonable and proportionate steps that can be taken by this review or by any future criminal investigations which could result in the recovery of more material”.

The IOPC concluded that there was only evidence supporting reasonable suspicion that Mr Johnson committed misconduct in public office in relation to one of six allegations. That related to a 2015 trade mission in New York, where Ms Arcuri was permitted to attend despite the fact her company was not eligible to participate. The report said it “occurred after the time when we have evidence suggesting that there may have been an intimate/sexual relationship between Ms Arcuri and Mr Johnson”. A letter from Mr Johnson’s solicitor said: “If and when Ms Arcuri did attend any such events, our client was not previously expecting her to attend.”

After conducting interviews, taking statements and reviewing more than 900 documents reviewed, including eight years of relevant emails from other sources, the IOPC concluded that a criminal investigation could not be launched.

“For Mr Johnson to have committed an offence of misconduct in public office, there must be evidence either that he wilfully misconducted himself or that he wilfully neglected his public duties,” it added.

Trying to find another methaphor for “the Dog That Doesn’t Hunt”, this was the result: the term is modelled on the 17th-18th century phrase “that cock won’t fight”. In the days of cock-fighting, a cock that wouldn’t fight when out into the pit and so a natural metaphor for a plan that wouldn’t work. And indeed, Johnson may not have got his “leg over”… but, it does look the IOPC has just generated a lot of work with no intention of uncovering any misconduct. Both have indicated that there was a “relationship” and Arcuri milked it for all it was worth – she cannot be blamed for that – but see her videos on youtube – her technical prowess is not high despite her bravado. Whether there was sex there is, in any case, irrelevant (although it seems highly likely), Johnson should not use his public office to grant her favours AND THERE IS EVIDENCE HE DID THAT!

The only way to really decide his guilt would be in court. But this will not happen. The establishment will not be sending the Prime Minister to trial. Meanwhile, has anyone seen the Russia Report?

Big Data and Covid-19

Big Data systems fed from the government’s new tracking app would definitely help track, manage and contain the Covid-19 pandemic. If Dominic Cummings had that idea then all credit to him. Cummings has for years maintained a blog documenting his enthusiasm for new technologies and artificial intelligence, as reported on the DailyGasLamp. However, with the introduction a new smart phone tracking app, there are two small problems:

Cronyism

Taken from this Guardian Article: One of the IT companies that was hired to work with Dominic Cummings on the Vote Leave campaign, Faculty aka Faculty Science, previous called Advanced Skills Initiative, has been awarded at least seven government contracts worth almost £1m in the space of 18 months.

  • Faculty has links to senior Tory figures, and is rapidly expanding its reach into various corners of Whitehall.
  • Last year it was tasked with finding ways to apply artificial intelligence across government agencies. Faculty is run by Marc Warner, who has attended a meeting of the government’s scientific advisory group on emergencies (SAGE) and “behaved as Cummings’ deputy” as disclosed in an article in the Times.
  • Marc Warner’s brother, Ben Warner, is a data scientist, was reportedly recruited to Downing Street last year by Cummings after running the data modelling for the Conservative party’s general election campaign. Ben Warner worked on Vote Leave.
  • Faculty is working at the heart of the government’s response to the pandemic. It has been processing large volumes of confidential UK patient information in an “unprecedented” data-mining operation alongside Palantir, a US firm founded by the libertarian billionaire Peter Thiel. Faculty’s government work with Palantir on Covid-19 is based out of NHSX, the digital technology arm of the health service. This work was awarded to Faculty in March under the government’s fast-track procedures to respond to the pandemic, without any other firms being asked to bid for it.
  • Faculty’s work on the coronavirus response is only the latest government project it has secured under the Conservative administration. One early contract when called Advanced Skills Initiative, was for £32,000, funded fellowships in 2018 to place data scientists in city governments to help solve local challenges.
  • Last year Faculty was awarded a £250,000 contract from the Department for Digital, Culture, Media and Sport to run a cross-government review on the adoption of artificial intelligence.
  • Under the contract, Faculty worked with two government departments – the Office for Artificial Intelligence and Government Digital Service (GDS) – “to identify the most significant opportunities to introduce AI across government with the aim of increasing productivity and improving the quality of public services”.
  • Faculty has been awarded a £264,000 contract from the Department for Business, Energy and Industrial Strategy to monitor the impact of the coronavirus on industry. (The DailyGasLamp analysis btw is free).
  • One of Faculty’s shareholders is Lord Agnew, a financier who has been a government minister since 2017. He has owned shares in the firm for the past four years. They are worth around £90,000, according to its most recent filings. In February this year it was announced that Agnew had become a minister in the Cabinet Office and Treasury and had taken ministerial responsibility for the GDS, which works with official bodies to use digital technology to improve public services. A government spokesperson said Agnew had had no role in awarding any contracts to Faculty while he had been a minister. However, Spotlight on Corruption, a watchdog group, has called on Agnew to sell his shareholding in Faculty, saying it raised questions over the government’s rules on managing conflicts of interests.

So just to reiterate, a Cabinet Office minister, Theodore Agnew, who is responsible for the government department that promotes the use of digital technology within public services, is resisting calls to sell a £90,000 shareholding in the company “amid claims of a conflict of interest” – yes, clear conflicts of interest are just “claims of a conflict of interest”. Hmm.

The government spokesperson replied that Agnew had followed the appropriate procedures by declaring his shareholding in House of Lords register of interests and under the ministerial code of conduct etc.

Holly Searle, Faculty’s head of PR and communications, said: “Faculty has strong governance procedures in place to guard against conflicts of interest when competing for new work. All of its contracts with the government are won through the proper processes and in line with procurement rules.”

In the meantime, some people are getting worried that the UK Government has handed over ALL NHS DATA to a consortium of companies which consists of Google, Amazon, Microsoft, Faculty and Plantir Technologies (a company named after an evil artefact that comminicates with far away places). So much so they are planning on sueing the UK Government.

Dominic Cummings has also been accused of conflicts of interest regarding the smart phone tracking app.

End of Democracy

This is a bit like who guards the guardians. There is no oversight either from crony corruption or it seems, the misuse of data. The control on data controllers should be applied by the Information Commisioner Office – see https://ico.org.uk/ – as discussed previously on the DailyGasLamp.

The privacy concerns have been highlighted by 177 cyber experts. They have written an open letter to the goverment to stop the app being used as a mass-surveillance tool. Why?

  • The UK government stated that it would not use Apple and Google’s built-in privacy protection systems to anonymise data collected from apps on iPhone and Android smartphones.
  • This allows the government to create a database that could then be used to de-anonymize users, and just like Cambridge Analystica and other AI/Big Data companies have proven, be used for other purposes.

And sure enough security concerns have now developed into security flaws.

Also discussed before on the DailyGasLamp, the “exhaust” from Covid-19 would be a significant boost to Dominic Cummings’ Voter Intention Collection System… no need to worry about going to the polls, there would be instant analysis of whether the Government Response to the pandemic is working… not working for you, but working for THEM… whether they and their cronies need to worry “politically” about any the decisions that are killing off the old and disabled. Big Data in the hands of this particular government means the End of Democracy, as explained here. Probably the end of many other things too (depending on your attiritude to spooks!).

Ultimately it is supposed to be the 4th Estate to keep the Government in check. The BBC is merely the Ministry of Truth. The newspapers are owned by billionaires. Social media is now corrupt. Suggestions on a postcard, please… (PS you cannot rely solely on Piers Morgan for all 4th Estate watch-dogging.)

Summary: the new smart phone app and the way it is likely to be applied, will be not only be measuring the spread of the virus but also (via Big Data) the political impact: the public reaction to the covid-19 response, allowing the Tories to persue the cheapest, eugenics-like policies at a level which will not remove them power.

Gaslighted by the British Army

The British Army has been reorganised over the last 10 years as part of a plan called Army 2020 Refine. While generally shrinking the Army organisation, there is one area which is new and growing and that is 77th Brigade. This is the UK’s military PysOp group.

At full strength, the Brigade would consist of 453 military and civilian personnel with staff also from FCO and the Stabilisation Unit, of this total there will be 440 military posts in the brigade with up to 42% of these being reservists. A FOI answer in December 2016 stated that the brigade consisted of 182 regular and 266 reserve posts with only half of those posts filled.

In April 2019, a Scottish Labour candidate faced questions over links to a ‘secretive military propaganda unit’ aka 77th Brigade. The implication being is that 77th Brigade was involved in operations to secure the union in the Scottish Referundum, a point made within Craig Murray’s blog. (Craig Murray is now indited, by the way, because of his legal reporting of the failed Alex Salmond court case).

In October 2019, a Twitter exec was accused of working for 77th Brigade… “Twitter Executive Revealed to Be ‘Psyops’ Soldier Linked to Spreading Disinformation Across Social Media”. In this article, it reveals the comments of David Miller, a professor of political sociology in the School for Policy Studies at the University of Bristol, who has been studying propaganda and public relations efforts concerning the British government. He believes that the links being social media and 77th Brigade “threat to our democracy,” saying

“I would say I know a good amount about army propaganda and ‘psyops’ operations as they’re called, but what is interesting is how little information we have 77th Brigade, I suppose it means that all their work is covert, but what I would like to know is what they exactly are they doing? Are they just tracking accounts or are they trying to influence people’s views? …And because we know so little about exactly what they’re doing, we have to look elsewhere for clues. If we look at the documents leaked by Edward Snowden about the NSA and its JTRIG [Joint Threat Research Intelligence Group] program, we can see that governments are clearly lying and deceiving people by creating troll farms and fake accounts that try to influence the way people think. What the governments will say is that they are trying to prevent radicalization and acts of terrorism, but I think it’s deceptive and is a threat to our democracy. Twitter is also deceiving us because it is not acting as transparently as it could. If they are working with army personnel in this way, it is extremely damaging to our democracy.”

Now we know that 77th Brigade has been working to counter disinformation in the CovId-19 lock-down. Is that the disinformation from the UK Government, Donald Trump or where? That bit is not so clear.

GE2019: “system under strain”

A report in The London Economic by Jack Peat confirms DailyGasLamp reports. Throughout the article there are many euphemisms for “electoral fraud” and dodges the big issues of Big Data, Bots/Sock Puppets and only hints at postal fraud.

Targetted Ads

It states “(about)… one in five people – told the commission they were “not confident” that it was well run, with concerns over the transparency of online campaigning…” going onto to reference online adverts and not the harvesting of social media data to obtain the TARGETTING of such adverts.

Bots and Sock Puppets

But the biggest ommission in Peat’s article is reference to (illegal) Cambridge Analystica and PysOp methods of sock puppets and artifical intelligent bots suckering people into revealing personal details, not just voting preferences not also voting intentions: the likelihood of people voting at all. This information is then suspected to be for widespread postal fraud in marginal seats – widespread but targetted and minimal – not too much, not too little but just right amount. Dominic Cummings’ Voter Intention Collection System would statistically be so accurate that it could determine not only voter’s politically preference but also how likely they are to vote at all. Thus providing exactly the right level of postal vote fraud to allow the Conservatives an 80 seat majority – just as Cummings promised a month before the election.

Postal delays

Peats article states there was “reported delays in issuing and returning postal votes in some areas” including “Voters overseas reported receiving their ballots too late to send back, meaning they missed out on having a say“. The latter could have been easily overcome by allowing local print out of ballot papers, but of course, people living abroad may have had the “wrong sort” of Brexit preferences… ie deliberate voter suppression. Please refer to earlier DailyGasLamp posts of how easy voter suppression is enabled towards postal voters.

Yeah, the system is “under strain”.

Pandemic Disaster and Preferential Response

Evidence

There is evidence that the disaster resulting from the CovId-19 pandemic is man-made.

And you can’t rely on the evidence from government statistics. This information from CorbettReport.com which contains extensive references to all its claims and conducts open-source investigations.

  • Let’s discuss the origin of the virus… The Chinese identified the CovId-19 virus in December after the medical emergency that occured around Wuhan. Subsequently a link to the same virus infecting bats was identified! The link was made to markets selling wild animals for food which had then led to the transmission of the virus to humans.
  • But there is a Conspiracy Theory that the virus started elsewhere. The Chinese themselves have accused the USA of releasing the virus at the 2019 “Military Games” held in Wuhan. Regardless of whether you believe it or not, this pandemic has seriously soured relations between China and USA beyond Huawei. Trump deliberately called CovId-19 the “Chinese Virus” and has merely poured more oil on the fire. The US and Chinese are now in a proxy war.
  • The virus itself could also be man-made. That statement is not made lightly, there is a good scientific source for this.
  • Since Wuhan actually houses the chinese P4 Biochemical Warfare Laboratories, was there a leak from their labs? The United States has a similar facility at Fort Detrick and there were fears that such a leak could happen there. Was the P4 Lab hacked? Is the bat story just a cover?
  • Without going any further through the haze, it looks like there is a national or international agenda which is in the elite’s interests and not ours.

We are being gaslighted now. The news and stats are controlled so working out the truth will be hard. Beyond any Conspiracy Theory is the need to ensure that we all keep safe and do not give Boris Johnson’s government a free ride. They have already stated they want you to die, make sure it is not you!

Problem, Reaction, Solution

This information needs to be taken in the context of the earlier DailyGasLamp article regarding the smelly state of the US/UK response to this pandemic. The UK and US reponse to this (real) virus is preferential to the rich and right wingburying bad news, and hushing up the internal strife within the Labour Party and the fraudlent GE2019. All during a Presidential election year…

Rich Rewarded by CovId-19

The transfer of risk is a key concept within modern contract deals, in big business and government. However this concept is about to have its ultimate realization with CovId-19.

Following on from the DailyGasLamp article pointing the winners and losers in the CovId-19 crisis and the shocking and unfair policy patchwork rolled out by the Conservatives. Here are yet more examples of how the rich are taking a holiday, having a sing-song and getting bail-outs. Meanwhile front-line workers aren’t even getting PPE while putting their lives on the line. Most of these workers get poor wages and may soon become homeless.

Exhibit A: A US example – but remember all the western corporations are global: ‘F-You, Main Street!’ Federal Reserve will now buy junk bonds while it bails out banks and billionaires. This is Wall Street’s $6 trillion “rescue package”. CEOs, having depleted their assets and taking home record pay and bonuses, have now come hat in hand begging for bailouts. Jerome Powell, the chairmain of US Federal Reserve, has responded with a $2.2 trillion round of bailouts for bankers, billionaires and builders. As part of the bailout, half a trillion dollars is available as backstop cash to be splashed out on big business. Millionaires(!) are each getting $1.6m “stimulus“… Meanwhile UK examples: Easyjet, Virgin Atlatic and Rolls Royce. In fact the UK is in lockstep with the USA approach.

Exhibit B: Mass unemployment with rent arrears soaring and the housing market in free fall are all affecting the 99%. The unemployed and the self employed are being stuffed by small print in the government support schemes. There are so many holes that the support system is a seive.

This economic hit will be yet another disaster just waiting to happen (to the 99%)!

Meanwhile Boris Johnson is celebrated in the newspapers for taking up ICU space without actually being on a ventilator. So, the newspapers and mainstream media continue to gaslight the population… gaslighting by ommission… what has happened to all the other investigations:

Stories being lost in CovId GasLight

While the Queen is coming on TV to say “stay indoors… we will meet again” (rather obviously WW2 imagery), questions over her son, Andrew, and his relationship with arch-blackmail and pedophile, Geoffery Epstein, and victim, Virginia Roberts, remain unanswered. Andrew claims that he can’t remember the relationship – presumeably because he was bonking so many other of Epstein’s young girls at the time. Andrew doesn’t refute knowing Epstein only Roberts. He claims that the photo of him and 17 year old Roberts was faked (despite photographic experts claiming it hasn’t been). He counters her acusations by trite responses: how he couldn’t sweat at the time because of PTSD from when he was a helicopter pilot in the 1982 Falklands War and on a particular date Roberts mentioned, Andrew claimed he was at Pizza Hut in Woking despite not producing any substantial evidence for these counter claims. It’s nuts! No impartial person would believe Andrew and not believe Roberts. That is why Andrew is refusing to help the FBI investigation into Epstein (despite saying pubically that he would).

Meanwhile a new book highlights the danger of still-on-the-run, Epstein Accomplice, Ghislaine Maxwell. American lawyer Bradley Edwards made it his life’s mission on behalf of countless young female victims to put Jeffrey Epstein behind bars. Following the billionaire paedophile’s “death”, he has written a book, Relentless Pursuit. The Daily Mail is reprinting summaries of the stories within the book which includes Maxwell herself abusing young girls.

Meanwhile, Roberts’ latest concern is that doctors are trying to kill her off with CovId-19. While her paranoia levels may be quite high on this claim, try to see it from her perspective: it is not an unreasonable conclusion considering the the strangeness of Epstein’s own death and the strange suicide of Ghislane’s father. But to truly decide how this is news is being treated, just read some of the comments to the Daily Mail story: the overwhelming majority are criticisms of Roberts herself!

Meanwhile Andrew breaks cover to hand over Easter Eggs in a publicity stunt. Obviously expecting to go unchallenged, unpunished.

Of course, no story at the moment can go without discussing Boris Johnson and his return from the fridge-like environment of the ICU at St Thomas’ Hospital. Regarding Prince Andrew, he said he’d seen good that Andrew has done for UK business overseas; he sat next to Andrew in public in November… and that the institution of the monarchy was “beyond reproach” – like being able to do what they like, to who they like with no justice to the victims… From the DailyGasLamp point of view, the elite control the news agenda using news management to bury bad news, never letting a crisis go to waste, fooling the public with bread and circus displays, keep watching the TV (because the revolution will never be on TV)…. so… on a scale from 1 to 10 how likely were the elites ready to commit election fraud in December 2019?

June 2020 Update: USA demands UK hands over Prince Andrew!

CovId-19 Policy Patchwork

The Conservative Government under the leadership of Boris Johnson has had a distinctly dreadful approach to the CovId-19 pandemic. Since their initial stumble, the government has unveiled a patchwork of policies to support industries, particularly the financial sector, then almost as an afterthought, a further patchwork of policies to support workers, a novel concept for Conservatives. Yet it seems that these people centric policies are quite threadbare and the result will be a whole raft of winners and losers both in terms of financial and health outcomes.

Winners and Losers

The following is a review of job type by social grade and it illustrates that over 50% of the working population cannot work from home with only a third of the self-employed able to keep working, (assuming, that is, there is enough economic activity to keep them going).

  • Employed people in AB and C1 grades (Management, professionals and adminstrative) are winners both in terms of finances and health outcomes.
  • The 66% of the self-employed and most of the C2 and DE grades, skilled manual labour and unskilled – which is some 40% of the workforce – will either be worse off financially, having to apply for Universal Credit, OR will be on the front line of the Cornavirus pandemic.

Social grade statistics are given below.

This is an estimate of the potential for homeworking for employed and self-employed people at different social grades based upon the availability of communication systems that would allow home working and the types of jobs involved.

The Office of National Satistics provides the total size of the UK workforce as 31,800,000 and the proportion of self-employed as 15% of the total. This figure is applied (not quite realistically) across all social grades to provide the following pie charts. The AB are Dark Blue – winners – they can work from home – except if they are self-employed! The DE are light blue and C2 are yellow – they can’t work from home – serious losers – either they are on the front line or financially impacted. The tourist industry including pubs, hotels etc accounts for about 3 million (10% of the workforce). The Government have given them special support (80% of salary). So the remaining C2 and DE will either be employed on the front line at low wages or they will be queueing for Universal Credit.

The C1 grade (red) are doing nearly as well as the AB grade (except of course, these jobs are likely to be decimated by future technology improvements in AI).

And this says nothing about the economically “inactive”, retired, disabled, students or those people caught in the gig economy (at least they are probably used to the internet world).

Using the numbers and proportions given above, over 50% of the working population cannot work from home with only a third of the self-employed able to keep working, assuming there is enough economic activity to keep them going.

This probably does not say anything new. But it does say it with pie charts. Even the BBC (now finally) are pointing out that the poor are losing out while the rich sit around.

Front Line Thanks

Obviously the people on the front line have guarenteed jobs but their health is at risk. Many are working without adequate PPE. A round of thanks must go to:

  • Health workers (Doctors, nurses, paramedics and all ancillory workers)
  • Local Council services including Social Care workers particularly the elderly or supporting the sick and disabled in society
  • Food and drug industry including retail and delivery services (including mail and parcels)
  • Public transport, electricity, water services, telecommunications
  • Cleaning services and refuse dispoal
  • Security services (Police, Armed Forces, Fire brigade, Prison Services etc)

These people all deserve immediate pay rises and recognition. No doubt there is a list of other people that haven’t been mentioned here. Contributions welcome.

Control the Message

Old style mainstream media was out in force against Labour in GE2019 according to this article. It claims that the Mainstream Media was “Rigged” against Labour and for the Conservatives. But most people already know that the newspapers are owned by billionaires and are right wing. GE2019 was different becuase it was not just the newspapers but bias within the BBC, and TV in general, and also – probably for the first time – online through both search engine manipulation effect (SEME) and social media gaslighting. Not just Big Data analytics either…

Beyond SEME, is the use of intelligent Bot systems (where developers actually get help and support from the bot technology that they are using!)…

This seems to be a key tool in automating the Conservative GE2019 campaign, to control the message. How many people were fooled by disinformation, controlled messages, the dopamine hit of a “like” to right wing comment from a bot, or an AI message from a new “friend” that appeared to be taking interest in their opinions?

Botpress has a nice graphic interface and the developers get support from the bot, giving friendly advice on how to achieve particular goals. It can even autocomplete various functions. Botpress, or similar tools from Google or Pandora, adds more detail to the description in an earlier DailyGasLamp article here. In that article it described bots and sock puppets. Botpress would be the Bot component (while a “sock puppet” is just a person with multiple identities).
